Detailed Description
The IpIntelligencePipelineBuilder builds a Pipeline that uses the 51Degrees cloud service to look up IP intelligence data.
It wires up a CloudRequestEngine followed by an IpIntelligenceCloud engine.
Mirrors device-detection-php's DeviceDetectionPipelineBuilder and location-php's GeoLocationPipelineBuilder.
